Around the middle of 1985, Billups was involved in two different art groups,

at that time neither was known nationally. One was

PLEIN AIR PAINTERS of AMERICA ~ PAPA

and 

WOMEN ARTISTS of the WEST ~ WAOW

 

WAOW began with a handful of artists, most in the western USA.

Today WAOW has 300+ members in the Western U.S., Canada, and Australia.

 

HISTORY of PLEIN AIR in the USA

 

The term  "plein air" had not been used in the U.S.A. art circles

since the mid 1920s.

 

From 1987 thru 1996  Billups set up

22 full page national color ads annually 

that promoted the FIRST plein air group:

PAPA ~ Plein Air Painters of America. 

AND

As a result, PLEIN AIR PAINTING is

NOW coast to coast in the Americas,

and  tens of thousands practicing Plein Air globally!
